| US Congress clears $700bn financial bailout bill |
The House of Representatives has approved a $700 billion bailout package for US banks, under pressure from all sides as the effo
rt to head off a spreading financial crisis hung in the balance. ( Watch ).
The House approved the financial rescue plan by a vote of 263-171, sending the measure to President George W. Bush and concluding two weeks of legislative haggling in Congress that had roiled and captivated global markets.
Wells Fargo & Co stepped in to buy Wachovia Corp, a bank badly hobbled by the credit crisis, providing a rare bit of positive news for the financial sector and sending markets higher.
In new signs of spreading crisis, California said it was running out of money, France said the world stood on the "edge of the abyss" and European leaders were divided over their own response to the global crisis.
The House had shocked world markets on Monday by rejecting a previous draft. With elections on November 4, lawmakers from both parties were wary of voter backlash in asking taxpayers to pay for Wall Street's mistakes.
On Friday, speaker after speaker from both parties said rejecting the bailout could have devastating consequences for an already slowing US economy, arguing the bill was as important for small businesses, homeowners, students and pensioners as it was for the financial sector.
"While the focus has been on the Dow Jones and Wall Street, we are addressing the real pain felt by Mr. and Mrs. Jones on Main Street," said House Speaker Nancy Pelosi, a California Democrat.
Said House Republican leader John Boehner: "We have to act, and if we do not this crisis is likely to worsen and put us into an economic slump like many of us have never seen."
The bill would allow the Treasury to buy toxic debt from U.S. banks, which many economists said is needed to head off the worst financial crisis since the Great Depression.
U.S. stocks rose on hopes for the bailout plan and the deal to buy Wachovia.
Wells Fargo, one of the strongest U.S. banks, said it didn't need the government help that Citigroup Inc required in an earlier effort to rescue Wachovia.
The dollar continued to rally against the euro and European stocks rose about 3 percent.
Earlier on Friday, the United States reported its biggest monthly job loss in 5 1/2 years, more evidence of an approaching recession. Data showed the U.S. services sector holding up.
"The data has been horrible all week long. It absolutely does put pressure on them to get this rescue act passed," said Fred Dickson, market strategist at D.A. Davidson and Co in Lake Oswego, Oregon. "It's a bill with risks, but it's a plan and the market needs a plan."
In California, Gov. Arnold Schwarzenegger warned the U.S. Treasury the state may need short-term federal loans because it can't raise money in frozen credit markets.
A collapse in the U.S. housing market and resulting bad mortgages have shattered confidence in the financial sector, with banks across the United States and Europe needing support from governments or outside investors this week.
Interbank lending and credit to businesses and private individuals has all but seized up. Central banks have injected billions of dollars to maintain some flow of funds. |

Speaking at a press conference later on Tuesday, Tata Motors Chairman Ratan Tata said, “It is an extremely momentous day for us because we've been through a sad experience in West Bengal.” ( Watch )
Though the Nano plant will be set up in Gujarat, initially, the Rs 1-lakh car will roll out from Pune and Pantnagar. The Gujarat plant will have a capacity of rolling out 2.5 lakh cars a year.
“But so quickly and efficiently and with so much enthusiasm we now have a new home,” he said.
“It’s a pleasure to do business in Gujarat in a conducive and friendly environment. I would like to ensure we will be good corporate citizens of Gujarat,” said Tata.
Ratan Tata thanked Gujarat Chief Minister Narendra Modi and colleagues for making it happen so fast.
Decks have been cleared for the transfer of 1,000 acres of land to the Tatas. Modi's council of ministers met earlier in the day and approved the allotment. The land which the Tatas have to finally select is located within a 2200-acre campus owned by the Anand Agriculture University which serves as a cattle and seed farm.
The university has already transferred 1,000 acres back to the government which went into an overdrive to woo Tata Motors ever since the situation started worsening at Singur in West Bengal.
The deal may come as a huge gift for Narendra Modi as he completes seven years in office as Gujarat chief minister on Tuesday.
The air was thick with anticipation as top Tata Motors honchos flew down from Mumbai late on Monday evening to take one final look at the site near Sanand, 25 kms from the western fringes of Ahmedabad, which has been identified for relocation of the Nano plant.
While Modi has been personally averse to giving concessions to industry on the ground that such concessions given in the past had led to a huge loss of revenue to the exchequer, there was willingness to make an exception in the case of the Nano project.
"We had to relax our rigid stand considering the fact that other state governments were going all out to roll the red carpet for the Nano plant. Losses due to concessions would be offset by the immense positivity created around the investment climate in Gujarat," a senior official of the industries department said.
While Tata Motors' scouts were scouring sites in Karnataka, AP and Maharashtra over the last two days, there was an air of tentativeness in the Sachivalaya at Gandhinagar, even as officials went about clearing all the documents to transfer 1,000 acres in one go. "Our biggest advantage is that we can hand over the land to Tata Motors on Tuesday itself," a source said. |

VISAKHAPATNAM: Hundreds of people including several women and children took part in ‘Shravan Kavad Yatra’ on Sunday culminating in offering of water to Lord Siva at Pandurangapuram temple from a hill stream at Madhavadhara.
Some 1,000 people from Marwari and other communities took part in the yatra conducted by Marwari Yuva Manch, an NGO with head office at Delhi.
Long trek
They gathered at Shiva temple at 5.30 a.m., took water from a hill stream in containers and later trekked a distance of 14 km in four hours to reach Pandurangapuram via Birla junction, Muralinagar, Railway new colony, Diamond Park, Asilmetta and Siripuram.
Annual affair
The yatra is conducted every year during shravanamasam to pray for the welfare of mankind and world peace, Marwari Yuva Manch local unit secretary S.K. Shah said.
Manch president Satish Sharma, former president Rajesh Baisya, vice-presidents Madhusudan Yaduka, Naresh Agarwal and joint secretary Naresh Saharla were present.
Special prayers
Sporting colourful attires, the yatris during their padayatra chanted slogans like ‘bolo bom bom’ meaning remembering Lord Siva.
Later they offered special prayers to Lord Siva.
